Police Reforms: Repose More Trust In Elected Heads Of Local Bodies, Make Police Accountable To The People Through Them

Has anyone heard of an Indian equivalent of Mayor Rudolph Guiliani of New York propounding concepts like zero tolerance of crime and supervising the police and other departments in rescue and relief operations in the wake of 9/11 terrorist strike in the USA?
In India, civil servants, including the police, function often to the exclusion of democratically elected functionaries. But such is the system, and the bureaucracy and police cannot be faulted for that.
